Needs cleaning, don&#8217;t you think?<\/figcaption><\/figure><\/div>\n\n\n\n<p>In rural <a href=\"http:\/\/dorjegurung.com\/blog\/2015\/08\/malaria-in-malawi\/\" target=\"_blank\" rel=\"noopener noreferrer\">Malawi<\/a>, cleanliness of the perimeter of&nbsp;the house is a sign of the level of care the woman extends to her home. And so, she cleans and clears the area pretty much every single morning, I was told.<\/p>\n\n\n\n<p>But of course, to some extent, that\u2019s all just a fa\u00e7ade! Poor rural Malawian families live in small houses with a single or double or, at most, triple rooms, even while family members number half-a-dozen, for instance. Keeping the interior clean, organized and the children well-looked after, for most rural families, is a difficult proposition. I know because I saw a number of them during my three-year stay in the country.<\/p>\n\n\n\n<p>We in Nepal are also quite big on fa\u00e7ades ourselves!<\/p>\n\n\n\n<p>On a September 1 visit to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Singha_Durbar\" target=\"_blank\" rel=\"noopener\">Singha Durbar<\/a>, the seat of the Government of Nepal, I made two discoveries, one about fa\u00e7ade.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">The first discovery was&nbsp;that most of those working inside the complex didn&#8217;t seemed&nbsp;concerned at all with keeping up fa\u00e7ades of any kind.<\/span><\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">The second discovery was that both the outside and inside of The Secretariat needed cleaning and fixing\u2014 literally and figuratively.<\/span><\/p>\n\n\n\n<p>(But before I get into all that, on a side note, I was pleasantly surprised to learn about a change!&nbsp;<a href=\"http:\/\/dorjegurung.com\/blog\/2014\/12\/where-everything-goes-and-nothing-goes-forward\/\" target=\"_blank\" rel=\"noopener noreferrer\">Unlike how it had been<\/a>, citizens can now enter The Secretariat at any time during office hours. The last time I visited the place &#8212; <a href=\"http:\/\/dorjegurung.com\/blog\/2014\/12\/where-everything-goes-and-nothing-goes-forward\/\" target=\"_blank\" rel=\"noopener\">in February 1999<\/a> &#8212; ordinary citizens could enter the compound only after 2 pm, unless someone from inside arranged a special permit. Apparently, some activist forced the government to change the rules!)<\/p>\n\n\n\n<p>As for the fa\u00e7ade&#8230;we in Nepal like to describe our country as \u201c<em>Sundar, shanta, bishal<\/em>\u201d (beautiful, peaceful, grand) after a patriotic song by &#8212; I believe &#8212; Gopal Yonzon.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">Except, the first thing I noticed, entering the compound, was the state of the fa\u00e7ade of the old palace: it was derelict, decrepit and in an embarrassing state of disrepair!<\/span><\/p>\n\n\n\n<p>I suspect the&nbsp;reasons are neglect before,&nbsp;as well as&nbsp;<a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2015-05-13\/singha-durbar-suffers-more-cracks-photo-feature.html\" target=\"_blank\" rel=\"noopener\">damages<\/a>&nbsp;by, the <a href=\"http:\/\/dorjegurung.com\/blog\/2015\/05\/nepal-earthquake-mounting-loss\/\" target=\"_blank\" rel=\"noopener noreferrer\">April and May 2015 earthquake<\/a>.<\/p>\n\n\n\n<p>To me, it appeared very little effort had been expended in the upkeep of the fa\u00e7ade of the old palace and the surrounding area. No, no, no! Original image from <a href=\"http:\/\/setopati.com\/samaj\/50709\/\" target=\"_blank\" rel=\"noopener\">Setopati<\/a>.<\/figcaption><\/figure><\/div>\n\n\n\n<p>One structure they created a <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2016-07-13\/dharahara-construction-campaign-gets-rs-10m.html\" target=\"_blank\" rel=\"noopener\">campaign slogan<\/a> for, <a href=\"https:\/\/thehimalayantimes.com\/kathmandu\/govt-seeks-donations-rebuild-dharahara\/\" target=\"_blank\" rel=\"noopener\">mobilized all the ministries and their employees<\/a> for, <a href=\"https:\/\/thehimalayantimes.com\/kathmandu\/dharahara-reconstruction-begin-nov-2017\/\" target=\"_blank\" rel=\"noopener\">developed a detailed &#8220;24-point action plan&#8221;<\/a> for, set November 2017 as the construction initiation date for, developed a <a href=\"http:\/\/setopati.com\/samaj\/50709\/\" target=\"_blank\" rel=\"noopener\">detailed design<\/a> for (see image above), kept <a href=\"http:\/\/setopati.net\/politics\/13966\/PM-appeals-to-lend-support-for-Dharahara-rebuilding-campaign\/\" target=\"_blank\" rel=\"noopener\">appealing for support<\/a> for by no other than Oli, the Prime minister himself and kept getting large sums of donations for (<a href=\"http:\/\/www.nepalmountainnews.com\/cms\/archives\/98870\" target=\"_blank\" rel=\"noopener\">Rs. 1bn<\/a> from NT, <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2016-07-13\/dharahara-construction-campaign-gets-rs-10m.html\" target=\"_blank\" rel=\"noopener\">Rs. 10m<\/a> from NRCL etc.) &#8212; is none other than Dharahara.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">BUT it&#8217;s&nbsp;the biggest &#8212; if not the only &#8212; phallic structure in Kathmandu! Coincidence? You tell me!<\/span><\/p>\n\n\n\n<p>Oli&#8217;s government consisted of only 5 women in a 41-body strong cabinet of ministers!<\/p>\n\n\n\n<p>Would a completely different gender-composition of ministers have devoted so much time, energy, effort and money into the re-erection of such a structure with such sense of urgency? Were our society not as&nbsp;chauvinistic as we are, would that Prime Minister and his ministers have chosen to shoot for that?<\/p>\n\n\n\n<p>What used to be referred to as the\u00a0<a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2016-02-21\/bhimsens-folly.html\" target=\"_blank\" rel=\"noopener\">folly of a man<\/a>\u00a0of two centuries ago, promises to symbolize the folly of a collection of 21st century leading (!) Nepalese men! But then, they are a group that have proven\u00a0themselves to be\u00a0a <a rel=\"noopener noreferrer\" href=\"http:\/\/dorjegurung.com\/blog\/2016\/04\/the-year-of-living-perilously\/\" target=\"_blank\">bigger disaster<\/a> than <a rel=\"noopener noreferrer\" href=\"http:\/\/dorjegurung.com\/blog\/2016\/01\/nepal-earthquake-himalayan-megaquake-video\/\" target=\"_blank\">the natural calamity<\/a>\u00a0itself, which reduced Dharahara down to its current size, in the first place!<\/p>\n\n\n\n<p>No wonder, those men feel like they have something to prove&#8230;and show (or compensate for? \ud83d\ude09 )!<\/p>\n\n\n\n<p>The Secretariat, on the other hand,&nbsp;will continue being&nbsp;neglected.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">What of the inside of the structures in the complex?<\/span><\/p>\n\n\n\n<p>That they needed fixing, it turns out, even those inside were aware of! Why else would they have piles of cement bags lying around in the corridors?! I came across them in two of the three buildings I visited. Here&#8217;s one of them!<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter\"><a href=\"http:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2016\/09\/singha-durbar-sacks-of-cement-16.12.30.jpg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" src=\"http:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2016\/09\/singha-durbar-sacks-of-cement-16.12.30-765x1024.jpg\" alt=\"singha durbar sacks of cement 16.12.30\" class=\"wp-image-10149\"\/><\/a><\/figure><\/div>\n\n\n\n<p>And of course, in addition to the structures, I also noticed the people!<\/p>\n\n\n\n<p>We in Nepal, take pride in characterizing ourselves by repeating the words of Prithwi Narayan Shah, the father of our country: &#8220;<em>Nepal&nbsp;char jat chhatish barna ko fulbari ho<\/em>\u201d (Nepal is a multi-lingual, multi-ethnic, multi-cultural garden). We are indeed an incredibly diverse&nbsp;population.<\/p>\n\n\n\n<p>Here&#8217;s how the population breaks down by ethnicity according to the&nbsp;<a href=\"http:\/\/cbs.gov.np\/image\/data\/Population\/National%20Report\/National%20Report.pdf\" target=\"_blank\" rel=\"noopener\">National Population and Housing Census 2011<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter\"><a href=\"http:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2015\/10\/pie-chart-of-population-by-jat-resized.png\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" width=\"1200\" height=\"1081\" src=\"http:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2015\/10\/pie-chart-of-population-by-jat-resized.png\" alt=\"pie chart of population by jat -resized\" class=\"wp-image-6433\" srcset=\"https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2015\/10\/pie-chart-of-population-by-jat-resized.png 1200w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2015\/10\/pie-chart-of-population-by-jat-resized-300x270.png 300w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2015\/10\/pie-chart-of-population-by-jat-resized-1024x922.png 1024w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2015\/10\/pie-chart-of-population-by-jat-resized-768x692.png 768w\" sizes=\"(max-width: 1200px) 100vw, 1200px\" \/><\/a><\/figure><\/div>\n\n\n\n<p>According to the same census report, a little over fifty percent of those are women.<\/p>\n\n\n\n<p>Furthermore, apart from the Chhetri and the Hill Brahmins &#8212; for whom the mother tongue is <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2016-09-29\/the-language-debate.html\" target=\"_blank\" rel=\"noopener\"><em>Khas Kura<\/em>,&nbsp;the lingua franca of the country and commonly referred to as Nepali<\/a> &#8212; most other ethnic groups have their own language and culture.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">But &#8212; and this is the first&nbsp;thing I noticed about the people &#8212; the compound was filled mostly with <a href=\"http:\/\/dorjegurung.com\/blog\/2016\/08\/hall-of-shame\/\" target=\"_blank\" rel=\"noopener noreferrer\">MEN<\/a>!<\/span><\/p>\n\n\n\n<p>Of the people I saw or came across &#8212; whether milling around outside, or heading to some ministry, or inside the few buildings I myself visited &#8212; only one of six&nbsp;must have been a woman! In one room, we saw what looked like&nbsp;a meeting attended by over a dozen people. Every single one of them was a MAN!<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">The second thing I&nbsp;noticed was&nbsp;the names of the office bearers in different ministries.<\/span><\/p>\n\n\n\n<p>Lack of women representation in the compound and inside those offices weren&#8217;t the only inclusion issue. We have always known about that. <a href=\"http:\/\/www.onlinekhabar.com\/2016\/09\/475251\/\" target=\"_blank\" rel=\"noopener\">Click here<\/a> for a September 6 article published on&nbsp;<em>OnlineKhabar<\/em>&nbsp;about how we have&nbsp;NO female Secretaries. I have also&nbsp;blogged about it. <a href=\"http:\/\/dorjegurung.com\/blog\/2015\/09\/nepal-no-country-for-women\/\" target=\"_blank\" rel=\"noopener noreferrer\">Click here<\/a>&nbsp;for a blog post about lack of women representation.<\/p>\n\n\n\n<p>I have also known about the lack of ethnic diversity in a number of different government and professional bodies&nbsp;about which I blogged&nbsp;<a href=\"http:\/\/dorjegurung.com\/blog\/2015\/11\/there-is-poor-representation-and-then-there-is-nepal\/\" target=\"_blank\" rel=\"noopener\">here<\/a>.&nbsp;But the data I analyzed in my blogs did NOT include Ministries.<\/p>\n\n\n\n<p>To begin with, the current cabinet of ministers, not unlike the last two since the promulgation of the constitution a year ago, aren&#8217;t very diverse.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote twitter-tweet is-layout-flow wp-block-quote-is-layout-flow\"><p dir=\"ltr\" lang=\"en\">Minister = Mister in <a href=\"https:\/\/twitter.com\/hashtag\/Nepal?src=hash\" target=\"_blank\" rel=\"noopener\">#Nepal<\/a>, like all high ranking positions. (Another one for my <a href=\"https:\/\/twitter.com\/hashtag\/HallOfShame?src=hash\" target=\"_blank\" rel=\"noopener\">#HallOfShame<\/a>.) <a href=\"https:\/\/t.co\/NfLT2uIuyF\">pic.twitter.com\/NfLT2uIuyF<\/a><\/p><p>\u2014 Dorje Gurung (@Dorje_sDooing) <a href=\"https:\/\/twitter.com\/Dorje_sDooing\/status\/769336126213459969\" target=\"_blank\" rel=\"noopener\">August 27, 2016<\/a><\/p><\/blockquote>\n\n\n\n<p><script async=\"\" src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n\n\n\n<p>(If you are interested, you can find the names of all the ministers we have had from 2007 (1951) to 2064 (2007)&nbsp;<a href=\"https:\/\/drive.google.com\/file\/d\/0B949rQySre6UT1ZuOHlXNUhXeHM\/view\" target=\"_blank\" rel=\"noopener\">here<\/a>.)<\/p>\n\n\n\n<p>Apparently, &#8220;women, Madhesis, indigenous people, Dalits and other backward communities in recent cabinets has been constantly on the decline with the formation of each new government since 2007&#8221; according to <a href=\"http:\/\/www.myrepublica.com\/news\/4550#\/\" target=\"_blank\" rel=\"noopener\">this article<\/a> in <em>My Republica<\/em>.<\/p>\n\n\n\n<p>The office bearers&#8230;well&#8230;were no different in their lack of diversity either. Did you have a read of the names? What did you notice?<\/p>\n\n\n\n<p>If you did, you would have noticed that, firstly, they are mostly men, and secondly, the Khas-aryas (Brahmins and Chhetris) are disproportionately represented in pretty much every ministry.<\/p>\n\n\n\n<p>As if what I saw wasn&#8217;t enough, on the same day I visited the compound, <a href=\"http:\/\/lokaantar.com\/samasamayik\/26579\" target=\"_blank\" rel=\"noopener\">this Nepali article<\/a> came out.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">The article contends that two dozen &#8220;powerful&#8221; civil servants in Singha Durbar have been drawing salaries for years without ever even showing up for work.<\/span><\/p>\n\n\n\n<p>And those were probably only the ones they found out about. How many more must there be that we&#8217;ll never know or hear about?<\/p>\n\n\n\n<p>Did I say the place needs cleaning?! If you ask me, it need purging!<\/p>\n\n\n\n<p>Our constitution calls for, and those entrusted with implementing its dictates, at least in public,&nbsp;endorse inclusive democracy and everything else that implies and entails, proportional representation being one of them.<\/p>\n\n\n\n<p>According <a href=\"http:\/\/setopati.com\/raajneeti\/54563\/\" target=\"_blank\" rel=\"noopener\">this article in Setopati<\/a>, the following is the most recently worked out percentages for different groups to ensure proportional representation. This, incidentally, is&nbsp;a slight revision of the percentages inked in the 2007 interim constitution.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter\"><a href=\"http:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2017\/01\/Proportional-Electoral-Representation.jpg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" width=\"500\" height=\"661\" src=\"http:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2017\/01\/Proportional-Electoral-Representation.jpg\" alt=\"\" class=\"wp-image-11016\" srcset=\"https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2017\/01\/Proportional-Electoral-Representation.jpg 500w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2017\/01\/Proportional-Electoral-Representation-227x300.jpg 227w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/a><\/figure><\/div>\n\n\n\n<p>Female representation is supposed to be at 33%. We did NOT see that kind of representation&nbsp;whether in the 2008 nor in the 2013 Constituent Assembly nor in <a href=\"http:\/\/dorjegurung.com\/blog\/2016\/03\/tell-me-where-is-ethnicity-based-discrimination-in-nepal\/\" target=\"_blank\" rel=\"noopener\">appointments made since<\/a> the promulgation of the constitution, such as the <a href=\"http:\/\/www.nra.gov.np\/staff\" target=\"_blank\" rel=\"noopener\">National Reconstruction Authority<\/a>.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt;\">For sure, <a href=\"http:\/\/dorjegurung.com\/blog\/2015\/11\/there-is-poor-representation-and-then-there-is-nepal\/\" target=\"_blank\" rel=\"noopener noreferrer\">making the government more diverse<\/a> is one change that will help the country considerably in its quest to develop economically, socially and politically.<\/span><\/p>\n\n\n\n<p>And for sure as well that implementation of the constitution takes time blah blah blah&#8230;.<\/p>\n\n\n\n<p>But if the identities of those in positions of power in the rooms and corridors of The Secretariat (and elsewhere) are any indication, the powers be are just all&nbsp;about creating and maintaining a fa\u00e7ade of inclusiveness and democracy in writing (the constitution) and speech (what they say to the public) to placate the population, while they are actively undermining all the principles enshrined in the constitution and even sabotaging it at times.<\/p>\n\n\n\n<p>But know this! Both the inside and outside of the physical structures in the once grand complex, and those who work within, on our behalf, need some cleaning, some purging, and some fixing.<\/p>\n\n\n\n<p>We must move beyond creating and&nbsp;maintaining&nbsp;the facade that we have our house in order, the way rural Malawi women do with their morning cleaning rituals around their homes.<\/p>\n\n\n\n<p>Those Malawian women probably don&#8217;t feel they have a choice. We, on the other hand, do!<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Sept. 30, 2018 Update<\/h4>\n\n\n\n<p>Here&#8217;s what Dharahara looks like now, the reconstruction of which was supposed to have started back in November 2017! The reason may have to do with the fact that those involved in it&#8217;s reconstruction was the locals and NOT the government of the country.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">December 28, 2018 Update<\/h4>\n\n\n\n<p>According to <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2018-12-27\/pm-oli-lays-foundation-for-dharahara-reconstruction-amid-protest-from-cultural-activists.html\" target=\"_blank\" rel=\"noopener\">this article<\/a> in The Kathmandu Post, the Prime Minister, KP Oli &#8212; yes, the one who started the &#8220;I Will Build My Darahara&#8221; campaign in <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2016-07-13\/dharahara-construction-campaign-gets-rs-10m.html\" target=\"_blank\" rel=\"noopener\">2016<\/a> &#8212; laid the foundation for the reconstruction of the structure yesterday! What happened to that campaign and plan of beginning the reconstruction in November 2017? The article had this to say:<\/p>\n\n\n\n<blockquote><div>\n<p>&#8220;On February 2016, Oli had announced the campaign \u2018I will build Dharahara\u2019 with an aim to collect funds for the reconstruction of the historic monument.<\/p>\n<p>He had even chipped in his one-month\u2019s salary in the citizen\u2019s fund. The earlier campaign, which had collected Rs 2.4 million funds, was aborted due to unspecified reasons.&#8221;<\/p>\n<\/div><\/blockquote>\n\n\n\n<p>What happened to the funds collected then?
