The <a href=\"https:\/\/dorjegurung.com\/blog\/2024\/03\/voters-old-khas-arya-males-statistics\/\" target=\"_blank\" rel=\"noopener\">second<\/a> demonstrated how some results can be explained by statistics, while others are &#8220;statistical anomalies&#8221; that defy logic. By the <a href=\"https:\/\/dorjegurung.com\/blog\/2024\/03\/non-representative-house-of-representatives\/\" target=\"_blank\" rel=\"noopener\">third post<\/a>, the conclusion was inescapable: relative to their actual population size, older Khas-Arya men are the <strong>most disproportionately overrepresented group<\/strong> among the 165 members elected through the FPTP system.<\/p>\n\n\n\n<p>The rest of Nepal? The reason is a systemic failure I have repeated throughout this series:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cOverall, however, those results are all consequences of the \u2018democratic\u2019 process of election in Nepal\u2013the official and unofficial systems that create and enforce the rules and regulations of the process, the political institutions involved, and, most importantly, who mostly have had and continue to have the power in those institutions to make the critical decisions that directly or indirectly affect, or rather pre-determine, the outcomes of such elections, and why.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>The people creating and implementing these rules are the same people benefiting from them: mostly older Khas-Arya male politicians and bureaucrats.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Mechanics of the &#8220;Fix&#8221;<\/h2>\n\n\n\n<p>Let&#8217;s look at the data. If we look at the candidate pool by party (filtering for those with more than 10 candidates), a startling trend emerges:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nepali Congress:<\/strong> 3.7% of the total candidate pool<\/li>\n\n\n\n<li><strong>CPN (UML):<\/strong> 5.8%<\/li>\n\n\n\n<li><strong>CPN (MC):<\/strong> 1.9%<\/li>\n\n\n\n<li><strong>RPP:<\/strong> 5.8%<\/li>\n\n\n\n<li><strong>CPN-US:<\/strong> 0.9%<\/li>\n<\/ul>\n\n\n\n<p>Compare this to the <strong>RSP<\/strong>, a party formed just before the election, which fielded <strong>5.5%<\/strong> of the candidates\u2014more than the Nepali Congress and CPN-MC combined!<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" width=\"524\" height=\"800\" src=\"https:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2024\/09\/10a1-candidates-broken-down-by-political-party-524x800.jpg\" alt=\"\" class=\"wp-image-24602\" srcset=\"https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2024\/09\/10a1-candidates-broken-down-by-political-party-524x800.jpg 524w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2024\/09\/10a1-candidates-broken-down-by-political-party-328x500.jpg 328w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2024\/09\/10a1-candidates-broken-down-by-political-party-98x150.jpg 98w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2024\/09\/10a1-candidates-broken-down-by-political-party.jpg 606w\" sizes=\"(max-width: 524px) 100vw, 524px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">The Success Gap<\/h2>\n\n\n\n<p>Now, look at who actually got into the House. Despite fielding only 3.7% of the candidates, the <strong>Nepali Congress captured 33.9% of the seats<\/strong><sup><\/sup><sup><\/sup>. How do these parties\u2014specifically the &#8220;big three&#8221;\u2014ensure such victories that defy statistics?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">They rig the system.<\/h2>\n\n\n\n<p>While 62 political parties and a wave of independent candidates contested the election, the old-guard parties &#8220;stacked&#8221; their candidates and formed strategic alliances to manufacture the results they wanted:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>The Democratic Left Alliance:<\/strong> Nepali Congress, CPN-MC, CPN-US, LSP Nepal, and Rastriya Janmorcha.<\/li>\n\n\n\n<li><strong>The Opposition Alliance:<\/strong> CPN-UML, RPP, and PSP-N.<\/li>\n<\/ul>\n\n\n\n<p>These alliances functioned as a single political entity. They ensured they did not field more than one candidate in the same constituency, effectively locking out competition. This is made easy by a deliberate loophole: in Nepal, the party and the candidate\u2014not the local community\u2014decide where a candidate contests from. This allows party elites to parachute into &#8220;safe&#8221; seats guaranteed by their alliance partners.
