{"id":4052,"date":"2014-11-02T17:00:27","date_gmt":"2014-11-02T11:15:27","guid":{"rendered":"http:\/\/dorjegurung.com\/blog\/?p=4052"},"modified":"2026-03-13T22:17:55","modified_gmt":"2026-03-13T22:17:55","slug":"we-neither-got-the-visa-nor-our-salaries","status":"publish","type":"post","link":"https:\/\/www.dorjegurung.com\/blog\/2014\/11\/we-neither-got-the-visa-nor-our-salaries\/","title":{"rendered":"&#8220;We Neither Got the Visa Nor Our Salaries&#8221;"},"content":{"rendered":"\n<figure class=\"wp-block-image alignleft\"><img decoding=\"async\" src=\"https:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2014\/11\/neither-visa-nor-pay-the-workers-300x225.jpeg\" alt=\"neither visa nor pay-the workers\" class=\"wp-image-4058\" \/><\/figure>\n\n\n\n<p><em>\u201cQatar is country without a conscience\u201d declared a <a title=\"The Case Against Qatar\" href=\"http:\/\/www.ituc-csi.org\/IMG\/pdf\/the_case_against_qatar_en_web170314.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">March 2014 report<\/a> by the International Trade Union Confederation. <\/em><\/p>\n\n\n\n<p><em>Whether it is, you decide.<\/em><\/p>\n\n\n\n<p><em>But recently I <a title=\"Casualty of Qatar: \u201c17 Years of Yearning for Home\u201d\" href=\"https:\/\/dorjegurung.com\/blog\/2014\/09\/casualty-of-qatar-17-years-of-yearning-for-home\/\" target=\"_blank\" rel=\"noopener noreferrer\">blogged<\/a> a real unjust story of Roshan Kumar Singh\u2014the Qatari authorities had not bothered to sort out a simple travel ban for 13 years! When I drew the attention of migrant rights workers to the story, it took a mere month for the ban to be <a title=\"The Beginning of The End to a 17-year Yearning\" href=\"https:\/\/dorjegurung.com\/blog\/2014\/10\/the-beginning-of-the-end-to-a-17-year-yearning\/\" target=\"_blank\" rel=\"noopener noreferrer\">lifted and for him to fly home<\/a>.<\/em><\/p>\n\n\n\n<p><em>Like Roshan&#8217;s story, this is yet another story by Hom Karki. It&#8217;s about the plight of a number Nepalese migrant workers in Qatar.<\/em><\/p>\n\n\n\n<p><em>The story, however, is not new.<\/em><\/p>\n\n\n\n<p><em> <a title=\"Amnesty Workers in Qatar going Hungry After Not Being Paid for a Year\" href=\"http:\/\/dohanews.co\/amnesty-workers-in-qatar-going-hungry-after-not-being-paid-for-a-year\/\" target=\"_blank\" rel=\"noopener noreferrer\">The first article<\/a> about them came out way back in December 2013. It described how they were going hungry. A <a title=\"Unpaid workers in Qatar face eviction after company goes under\" href=\"http:\/\/dohanews.co\/unpaid-workers-in-qatar-face-eviction-after-company-goes-under\/\" target=\"_blank\" rel=\"noopener noreferrer\">follow-up article<\/a> published just two months later described how they were facing eviction from their living quarters.<\/em><\/p>\n\n\n\n<p><em>Two months later, in April, <a title=\"Strapped for cash, Lee Trading workers abandoning wage claims\" href=\"http:\/\/dohanews.co\/strapped-cash-lee-trading-workers-abandoning-wage-claims\/\" target=\"_blank\" rel=\"noopener noreferrer\">another article<\/a> came out describing their plight descried how the aggrieved workers were abandoning their wage claims and returning home empty-handed.<\/em><\/p>\n\n\n\n<p><em><a title=\"For a Good Friend\u2026\" href=\"https:\/\/dorjegurung.com\/blog\/2014\/04\/for-a-good-friend\/\" target=\"_blank\" rel=\"noopener noreferrer\">My friend<\/a> Pete Pattisson did two write-ups on them for the Guardian in July 2014&#8211;<a title=\"Trapped in Qatar: the migrants who helped build the &#039;tower of football&#039;\" href=\"http:\/\/www.theguardian.com\/global-development\/2014\/jul\/28\/-sp-qatar-migrants-tower-football-world-cup\" target=\"_blank\" rel=\"noopener noreferrer\">this<\/a> and <a title=\"Qatar World Cup: migrants wait a year to be paid for building offices\" href=\"http:\/\/www.theguardian.com\/global-development\/2014\/jul\/28\/qatar-world-cup-migrants-not-paid-building-office\" target=\"_blank\" rel=\"noopener noreferrer\">this<\/a>. <\/em><\/p>\n\n\n\n<p><em title=\"Trapped in Qatar: the migrants who helped build the 'tower of football' \">And yet, here\u2019s the latest on them\u2026with hardly any change in their predicament!<br>\n<\/em><\/p>\n\n\n\n<p><em>What follows is the English translation of the <a href=\"http:\/\/www.ekantipur.com\/np\/2071\/7\/7\/full-story\/397545.html\" target=\"_blank\" rel=\"noopener noreferrer\">original article<\/a> found on eKantipur.com. Hyperlink within the article my addition.)<\/em><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">We Neither Got the Visa Nor Our Salaries<\/h3>\n\n\n\n<p>Hom Karki<\/p>\n\n\n\n<p>Doha (Qatar), October 24 \u2013 Of the 75 migrant workers visiting the court regularly to claim their overdue salary of 11 months, half have returned home empty handed. The rest are also preparing to leave.<\/p>\n\n\n\n<p>For the past year, these workers, who had been building a government [Al Bidda] tower, have been fighting a court case to reclaim their salaries amounting to 1.7 million Riyals (about 45.9 million Rupees) [a little less than half a million US dollars]. Those owed back salaries, each has to collect from ten to fifty-seven thousand riyals.<\/p>\n\n\n\n<p>\u201cWe are a point where we are unable continue fighting for our case any longer,\u201d shared Rajkumar Sambahamphe of Paanchthar. \u201cWe have been suffering much mental anguish. So, now we just want to go home.\u201d<\/p>\n\n\n\n<p>According to him only 35 workers remain.<\/p>\n\n\n\n<p>\u201cMajority of our friends have already gone home,\u201d he claimed, \u201csome left early on, others have started leaving.\u201d<\/p>\n\n\n\n<p>Last Thursday, Sambahamphe, Pravin Kumar Rumba of Tehrathum, Minuram Budhathoki of Gulmi, Rohit Kumar Chaudhary of Sarlahi and Ram Prasad Daadi of Rupandehi had reached the Nepali embassy seeking help with returning home.<\/p>\n\n\n\n<p>\u201cI only have 35 thousand riyal overdue; I have not gone home for the past four years,&#8221;he said. &#8220;My pending court case is a constant source of worry for my folks back home. There is no point in remaining here.\u201d<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Visa Not Renewed<\/h4>\n\n\n\n<p>They worked for Lee Trading. The company\u2019s manager is now in jail. Their sponsors have made no contact with them. [According to the <a title=\"Unpaid workers in Qatar face eviction after company goes under\" href=\"http:\/\/dohanews.co\/unpaid-workers-in-qatar-face-eviction-after-company-goes-under\/\" target=\"_blank\" rel=\"noopener noreferrer\">February article<\/a> the sponsors are \u201cbelieved to have left the country.\u201d] Given the amount of money involved, the Nepalese Embassy initiated the process of changing sponsors for these workers. The Research and Investigation Department also assisted them.<\/p>\n\n\n\n<p>They were successful in changing their sponsors and transferring to another company. However, the company refused to cover their fines. As a result, they were left without visas.<\/p>\n\n\n\n<p>\u201cInitially, we were assured we wouldn&#8217;t need to pay fines to transfer,\u201d he relayed, \u201cbut the new company refused to help, unless we ourselves paid the fines.\u201d Having thus been illegal, the workers expressed concern over many of their friends being caught by the authorities.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">How Their Pay Stopped<\/h4>\n\n\n\n<p>They used to work on the 38<sup>th<\/sup> and 39<sup>th<\/sup> floor of the Albida Tower, located close to the city centre in Doha. Durga Bahadur B.K. of Ded Gaon, Nawalparasi, who reached Qatar on July 14 2010 shared, \u201cI got my November 2012 monthly salary.\u201d<\/p>\n\n\n\n<p>He did some of the electrical works at the tower.<\/p>\n\n\n\n<p>\u201cWe were tricked into working without any pay,\u201d said 24-year old Ram Achal Kunwar of Rupandehi.<\/p>\n\n\n\n<p>\u201cEvery time we went to ask for our salary, they would tell us \u2018in 10 to 15 days.\u2019 They would then give us 200 riyal for food. They would always evade the question of pay by saying, \u2018We will settle it later.&#8217;\u201d<\/p>\n\n\n\n<p>\u201cI was confident that I would get my salary because it was a government project. However, I stopped going to work after the company stopped paying me. I went back again after getting assurance of payment at the completion of the projection.\u201d<\/p>\n\n\n\n<p>The company manager got arrested over the issue of a bounced cheque.<\/p>\n\n\n\n<p>\u201cAfter that we were in limbo, but one of the project officers asked us to complete the building construction promising to pay when completed,\u201d says Krishna Khanal, the Company Supervisor from Arghakhachi district.<\/p>\n\n\n\n<p>\u201cSo we focused on completing the project. It was completed at the end of August [2013]. But, we never received our salary.\u201d<\/p>\n\n\n\n<p>Since completing the project, from 1<sup>st<\/sup> October they have lived in their camp without any work.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Filing The Court Case<\/h4>\n\n\n\n<p>On October 10 last year, they filed a case at the high court to recoup their lost salaries and benefits. Since then they have made court appearances, regularly.<\/p>\n\n\n\n<p>\u201cThe court has finalized the amount that each worker is supposed get,\u201d recounted Budhathoki, \u201cBut the company has yet to pay us.\u201d<\/p>\n\n\n\n<p>The court ruled that the company deposit the amount in the workers\u2019 bank account. Of the 75 workers, Krishna is owed the most.<\/p>\n\n\n\n<p>\u201cI have yet to collect my salary for 11 month, amounting to 56 thousand riyals\u20141.5 million rupees [over US$15k],\u201d he confirmed.<\/p>\n\n\n\n<p>Min Prasad Gautam from Hetauda who lifted boulders at the construction site is still owed 29 thousand riyals\u20140.8 million rupees.<\/p>\n\n\n\n<p>\u201cHow can I think of returning home without reclaiming such a large sum of money?\u201d he said. \u201cI have to stay here even if only for the money.\u201d<\/p>\n\n\n\n<p>Unable to send money home, many have gotten into trouble with their families back home.<\/p>\n\n\n\n<p>\u201cI receive miss-calls, daily, from home. Lacking in funds, folks at home haven\u2019t been able to harvest rice and plant wheat. Apparently the tractor operator keeps saying \u2018If you can\u2019t settle all the bills, just pay the cost of fuel for now,\u2019\u201d lamented Achal Kunwar of Dhakdhahi VDC, Rupandehi district.<\/p>\n\n\n\n<p>\u201cAnd here, I have my own problems.\u201d<\/p>\n\n\n\n<p>The accounts department of the company provided details of how much is owed to every single one of them.<\/p>\n\n\n\n<p>&#8220;No one is owed less than ten thousand riyals!&#8221; he said. &#8220;What\u2019s written on paper is worthless.&#8221;<\/p>\n\n\n\n<p>Amar Bahadur Damai of Okhaldhunga shared with Kantipur that the workers waiting to go home for the past eight months have not been able to do so because of this.<\/p>\n\n\n\n<p>The embassy stated that further inquiry is necessary. The victims have even requested the embassy to take charge of their case and facilitate their passage home. Hom Karki\/Kantipur.<\/em><\/p>\n\n\n\n<p>Published Date: 24 October 2014, 09: 10<\/p>\n\n\n\n<p class=\"has-text-align-center\">* * * * * * * *<\/p>\n\n\n\n<p><em>What pains me is how many children\u2019s dreams have been shattered as a result of this. <\/em><\/p>\n\n\n\n<p><em>Surely Qataris have children and surely they will do everything they can to ensure that their own children grow up with the best possible life for them?! <\/em><\/p>\n\n\n\n<p><em>These workers&#8217; children&#8217;s future on the other hand are in the process of being destroyed because of the way Qataris are treating them!<br>\n<\/em><br>\n<em>Could I ask you to share this on social media as much as possible?<\/em><\/p>\n\n\n\n<p><em>I am aware that It would be quite arrogant of me to think that sharing this post of mine would make a different when, according to one of the articles by <a title=\"For a Good Friend\u2026\" href=\"https:\/\/dorjegurung.com\/blog\/2014\/04\/for-a-good-friend\/\" target=\"_blank\" rel=\"noopener noreferrer\">my friend<\/a> Pete Patisson, Amnesty made the Prime Minister aware of their plight <a title=\"Trapped in Qatar: the migrants who helped build the &#039;tower of football&#039;\" href=\"http:\/\/www.theguardian.com\/global-development\/2014\/jul\/28\/-sp-qatar-migrants-tower-football-world-cup\" target=\"_blank\" rel=\"noopener noreferrer\">back in December<\/a>. And I quote,<\/em><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em> \u201cQatar\u2019s prime minister was specifically told about their plight when Amnesty International complained about the Al Bidda workers back in December. But nothing has happened for these men.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<p><em>The 38th and 39th floors of Al Bidda tower, the building these men were responsible for, is <a title=\"Qatar World Cup: migrants wait a year to be paid for building offices\" href=\"http:\/\/www.theguardian.com\/global-development\/2014\/jul\/28\/qatar-world-cup-migrants-not-paid-building-office\" target=\"_blank\" rel=\"noopener noreferrer\">occupied by Qatar&#8217;s Supreme Committee for Delivery and Legacy<\/a>, the committee organizing the 2022 World Cup. They are also supposed to have <a title=\"Trapped in Qatar: the migrants who helped build the &#039;tower of football&#039;\" href=\"http:\/\/www.theguardian.com\/global-development\/2014\/jul\/28\/-sp-qatar-migrants-tower-football-world-cup\" target=\"_blank\" rel=\"noopener noreferrer\">taken up the cause of these workers<\/a>. And I quote,<br>\n<\/em><\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u2018A statement from Qatar\u2019s 2022 World Cup organising committee says it did not commission Lee Trading and has been using the offices temporarily. It says it is \u201cheavily dismayed to learn of the behaviour of Lee Trading with regard to the timely payment of its workers\u201d and \u201cwill continue to press for a speedy and fair conclusion to all cases\u201d.\u2019<\/em><\/p>\n<\/blockquote>\n\n\n\n<p><em>What will bring about lasting change is a change in the attitude of the Qataris (and other Arabs in the Gulf in general) towards Asian and African workers. When and how will that come about? I don&#8217;t know; I wish I did!
