{"id":6439,"date":"2015-12-03T22:15:46","date_gmt":"2015-12-03T16:30:46","guid":{"rendered":"http:\/\/dorjegurung.com\/blog\/?p=6439"},"modified":"2026-03-13T22:06:30","modified_gmt":"2026-03-13T22:06:30","slug":"cold-fronts","status":"publish","type":"post","link":"https:\/\/www.dorjegurung.com\/blog\/2015\/12\/cold-fronts\/","title":{"rendered":"Cold Fronts"},"content":{"rendered":"\n<figure class=\"wp-block-image aligncenter\"><a href=\"https:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2015\/11\/FB-post-taking-care-of-vulnerable.png\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" width=\"545\" height=\"683\" src=\"https:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2015\/11\/FB-post-taking-care-of-vulnerable.png\" alt=\"FB post taking care of vulnerable\" class=\"wp-image-7000\" srcset=\"https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2015\/11\/FB-post-taking-care-of-vulnerable.png 545w, https:\/\/www.dorjegurung.com\/blog\/wp-content\/uploads\/2015\/11\/FB-post-taking-care-of-vulnerable-239x300.png 239w\" sizes=\"(max-width: 545px) 100vw, 545px\" \/><\/a><figcaption class=\"wp-element-caption\"><a href=\"https:\/\/www.facebook.com\/dorje.gurung.73\/posts\/10153316339502095\" target=\"_blank\" rel=\"noopener noreferrer\">Click here<\/a> to go to the original Facebook post.<\/figcaption><\/figure>\n\n\n\n<p>&#8220;More than&nbsp;3 million children under the age of&nbsp;5 in Nepal are at risk of death or disease during the harsh winter months due to a severe shortage of fuel, food, medicines and vaccines[,]&#8221; warned the UNICEF <a href=\"http:\/\/www.unicef.org\/media\/media_86394.html\" target=\"_blank\" rel=\"noopener noreferrer\">press release<\/a> earlier this week.<\/p>\n\n\n\n<p>In other words, to the earthquake victims, the coldness of this winter will be worse than the coldness of our leaders in Kathmandu towards them the last seven months.<\/p>\n\n\n\n<p>At COMMITTED, I have been directly involved in the <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/\" target=\"_blank\" rel=\"noopener noreferrer\">sponsorship program<\/a> adding thirteen students to the program from our project site of Thangpalkot and partly supporting Prakriti Shrestha&#8217;s <a href=\"https:\/\/dorjegurung.com\/blog\/fundraising\/a-fundraiser-i-want-to-be-a-nurse\/\" target=\"_blank\" rel=\"noopener noreferrer\">nursing studies in Kathmandu<\/a>. I have been personally involved in the program because I had hoped to <a href=\"https:\/\/dorjegurung.com\/blog\/2014\/02\/social-justice-marked-from-birth\/\" target=\"_blank\" rel=\"noopener noreferrer\">show them that I cared<\/a>, to inspire and motivate them to stay in school and to <a href=\"https:\/\/dorjegurung.com\/blog\/2013\/03\/education-in-nepal-how-i-in-and-got-out-of-it\/\" target=\"_blank\" rel=\"noopener noreferrer\">dream big<\/a>. (It was also with the same hope that, in December 2014, I started being <a href=\"https:\/\/dorjegurung.com\/blog\/2014\/12\/teaching-to-learn-and-to-change\/\" target=\"_blank\" rel=\"noopener noreferrer\">involved with a class<\/a> at Shanti Nikunj School.)<\/p>\n\n\n\n<p>So, when I learned for instance that <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/nemira-committed-student-sponsorship-program\/navraj-basnet\/\" target=\"_blank\" rel=\"noopener noreferrer\">Navaraj Basnet<\/a> maintained his excellent academic record, or when I learned that he and <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/another-shattered-dream\/\" target=\"_blank\" rel=\"noopener noreferrer\">Savita Gole<\/a> received the Star Reader award for the <a href=\"https:\/\/dorjegurung.com\/blog\/2014\/07\/reading-in-thangpalkot\/\" target=\"_blank\" rel=\"noopener noreferrer\">most library books read<\/a> by a male and female student respectively at Raithane School, my heart had warmed.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><a href=\"https:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2014\/07\/Raithane-School-Star-Readers.jpeg\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/dorjegurung.com\/blog\/wp-content\/uploads\/2014\/07\/Raithane-School-Star-Readers-500x333.jpeg\" alt=\"Raithane School Star Readers.\" class=\"wp-image-2888\" \/><\/a><figcaption class=\"wp-element-caption\">Raithane School Star Readers. (<a href=\"https:\/\/dorjegurung.com\/blog\/2014\/07\/reading-in-thangpalkot\/\" target=\"_blank\" rel=\"noopener noreferrer\">Click here<\/a> for the blog post about this.)<\/figcaption><\/figure>\n\n\n\n<p><span style=\"font-size: 15pt\">And when these once extremely shy children, little by little, started warming up to me by coming to greet me with a smile when they saw me, and when that progressed to them sharing their personal stories and situations, I had begun to believe that I was making inroads&#8230;albeit small.<\/span><\/p>\n\n\n\n<p>When for instance <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/when-hope-dies\/\" target=\"_blank\" rel=\"noopener noreferrer\">Parvati Gole<\/a> shared why she had lost so much weight since the last time I had seen her; or when <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/nemira-committed-student-sponsorship-program\/samjhana-tamang\/\" target=\"_blank\" rel=\"noopener noreferrer\">Samjhana Tamang<\/a> told me,&nbsp;with a smile, her mother, after all, wasn&#8217;t sending her off to Delhi to work (as had happened to <a href=\"https:\/\/dorjegurung.com\/blog\/2014\/07\/stolen-innocence-and-lost-dreams\/\" target=\"_blank\" rel=\"noopener noreferrer\">Muskaan<\/a>); or when <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/nemira-committed-student-sponsorship-program\/sanju-pariyar\/\" target=\"_blank\" rel=\"noopener noreferrer\">Sanju Pariyar<\/a> mustered the courage to share with me why her attendance had been so poor; or when Savita reluctantly shared her story of having to go into the forest to collect wood, early in the mornings, before school, to &#8220;pay&#8221; for her groceries&#8230;and when we had been able to find solutions to some of those issues (Sanju&#8217;s attendance, Savita&#8217;s need for more funds etc.) &#8212; I had entertained glimmers of hope&#8230;glimmers&#8230;.<\/p>\n\n\n\n<p>And then <a href=\"https:\/\/dorjegurung.com\/blog\/2015\/04\/nepal-earthquake-a-quick-update\/\" target=\"_blank\" rel=\"noopener noreferrer\">the earthquake<\/a> struck. <a href=\"https:\/\/dorjegurung.com\/blog\/2015\/05\/nepal-earthquake-mounting-loss\/\" target=\"_blank\" rel=\"noopener noreferrer\">Fourteen students<\/a> in Thangpalkot died. All thirteen of the sponsored students survived but none of their houses did! Some of their families lost livestock and two lost family members &#8212; <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/nemira-committed-student-sponsorship-program\/samir-pariyar\/\" target=\"_blank\" rel=\"noopener noreferrer\">Samir Pariyar<\/a> lost his grandfather and Sanju lost her father, the two becoming part of the statistics of about 9,000 that succumbed to the calamity.<\/p>\n\n\n\n<p>All <a href=\"https:\/\/dorjegurung.com\/blog\/school-profiles\/\" target=\"_blank\" rel=\"noopener noreferrer\">schools in Thangpalkot<\/a> were also heavily <a href=\"https:\/\/dorjegurung.com\/blog\/2015\/05\/nepal-earthquake-mounting-loss\/\" target=\"_blank\" rel=\"noopener noreferrer\">damaged<\/a>, just like the <a href=\"http:\/\/www.aworldatschool.org\/news\/entry\/nepal-earthquake-thousands-of-schools-destroyed-or-damaged-1919\" target=\"_blank\" rel=\"noopener noreferrer\">16,000 others<\/a> &#8212; almost half of all schools in the country. Several hundred Thangpalkot students became part of the statistics of about the million or so around the country left without schools to go to.<\/p>\n\n\n\n<p>But, as part of my sponsorship-program routine work, sometime in September, I published the details of the educational expenses for this academic year at both <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/raithane-school-educational-costs\/raithane-school-education-costs-2015-16\/\" target=\"_blank\" rel=\"noopener noreferrer\">Raithane School<\/a> and <a href=\"https:\/\/dorjegurung.com\/blog\/sponsorships\/two-taltules-of-taltuleswory\/taltuleswory-educational-costs-for-2015-16\/\" target=\"_blank\" rel=\"noopener noreferrer\">Taltuleshwori School<\/a>. However, considering their loses and their needs, sending out sponsorship-fund requests to our sponsors felt a little strange and surreal. So I never did.<\/p>\n\n\n\n<p>In the mean time, COMMITTED has been housing Thangpalkot students in <a href=\"https:\/\/plus.google.com\/photos\/107947545697658911765\/albums\/6156771725669100225\" target=\"_blank\" rel=\"noopener noreferrer\">Temporary Learning Centers<\/a> and conducting some <a href=\"https:\/\/plus.google.com\/photos\/107947545697658911765\/albums\/6159390007692462625\" target=\"_blank\" rel=\"noopener noreferrer\">educational activities<\/a>.<\/p>\n\n\n\n<p>The (willful criminal?) neglect of the earthquake victims, including the needs of children, by the political leaders, has been pretty much total. Initially fighting over who the CEO of the National Reconstruction Authority (NRA) should be, later wrangling over who else to include in the authority etc., all the while <a href=\"http:\/\/thehimalayantimes.com\/nepal\/billions-of-rupees-embezzled-in-post-quake-relief-jobs-concludes-ciaa\/\" target=\"_blank\" rel=\"noopener noreferrer\">embezzling funds<\/a>, mismanaging the relief materials and creating and placing obstacles and hurdles to relief and <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2015-12-03\/no-mans-land.html\" target=\"_blank\" rel=\"noopener noreferrer\">reconstruction<\/a> work instead of facilitating them. Thanks to them, the NRA, the one hope for the victims, is already a defunct body.<\/p>\n\n\n\n<p>Consequently, the victims found no respite, even having to fend for themselves throughout the <a href=\"http:\/\/nepalitimes.com\/article\/nation\/women-shelters-worried-about-privacy-and-security,2327\" target=\"_blank\" rel=\"noopener noreferrer\">monsoon season<\/a>! There is little account of how those that did survive the annual torrential rains, floods and landslides exacerated by the earthquake actually managed it. And how many succumbed?<\/p>\n\n\n\n<p>The earthquake and the monsoon however were only the beginning of their woes!<\/p>\n\n\n\n<p>Protests and strikes by those in the Southern Plains in August against the new constitution followed. The ongoing protests and strikes has at times turned <a href=\"https:\/\/www.hrw.org\/report\/2015\/10\/16\/we-are-not-nepali\/protest-and-police-crackdown-terai-region-nepal\" target=\"_blank\" rel=\"noopener noreferrer\">violent<\/a> and has claimed almost fifty lives to date. The subsequent unfair and illegal economic <a href=\"https:\/\/dorjegurung.com\/blog\/2015\/11\/kathmandu-driving-and-parking-nepal\/\" target=\"_blank\" rel=\"noopener noreferrer\">blockade by India<\/a> has crippled the rest of the country, compounding the humanitarian crisis faced by the earthquake victims. The entire country is suffering from severe shortage of fuels (petrol, diesel), cooking fuel (kerosene, LPG gas), food and other essential items, such as medical supplies. Businesses, <a href=\"http:\/\/kathmandupost.ekantipur.com\/news\/2015-11-28\/2k-factories-fall-silent-in-industrial-heartland.html\" target=\"_blank\" rel=\"noopener noreferrer\">factories<\/a> and schools have shuttered, inflation has gone up and black markets have boomed etc.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt\">Now, winter, unforgiving hill and mountain winter, promises to add to the suffering&#8230;still&#8230;.<br>\n<\/span><\/p>\n\n\n\n<p>I have visited and traveled in the hills, from the Annapurna area in the Central West to Jiri in the East and the areas in between, such as Gorkha, Langang and Sindupalchok, areas affected by the earthquake to know what winter is like in those areas.<\/p>\n\n\n\n<p>Visiting Thangpalkot, COMMITTED&#8217;s project site in <a href=\"https:\/\/dorjegurung.com\/blog\/2013\/12\/project-update-december-visit-to-thangpalkot\/\" target=\"_blank\" rel=\"noopener noreferrer\">the winter,<\/a> my synthetic thermal underwear, synthetic mid-layers and outer jackets, insulated winter shoes, woolen socks and gloves helped fend off most of the cold. Sometimes though even they weren&#8217;t adequate. Hardly anyone from Thangpalkot has any of that, of course! Forget indoor heating!<\/p>\n\n\n\n<p>Even my <a href=\"https:\/\/plus.google.com\/photos\/+COMMITTEDNepal\/albums\/6125284371967853553\" target=\"_blank\" rel=\"noopener noreferrer\">last visit<\/a> in early March was cold enough that I needed winter clothes and sleeping bag! Snuggled inside my sleeping bag, in a bedroom inside an intact concrete building, I felt the shivers! Only six of the 600 houses in Thangpalkot stand! I very much doubt the shelters those children have will provide much protection against the bitter Thangpalkot cold.<\/p>\n\n\n\n<p>Another reason I can relate to the situation those hill children find themselves in this winter is my own childhood experience. Minimum temperature is at or near freezing. Temperatures dip further the rest of December and most of January.<\/figcaption><\/figure>\n\n\n\n<p>What&#8217;s more, winter cold has killed every single year for the last three years, including in the southern plains.<\/p>\n\n\n\n<p>Lacking in proper shelter to protect them from the elements, lacking in adequate food to keep them healthy, lacking in clean water and adequate medical supplies etc. &#8212; this winter will claim more children, I am certain! The very poor will be the first to go&#8230;which, in the earthquake affected area, includes most of them!<\/p>\n\n\n\n<p><span style=\"font-size: 15pt\">Apart from the three millions below 5 that the UNICEF press release mentioned, how many others will suffer? We will probably never know the exact numbers.<\/span><\/p>\n\n\n\n<p>Those thirteen sponsored children, and others like them &#8212; the <a href=\"http:\/\/www.nytimes.com\/2015\/05\/14\/world\/asia\/nepal-earthquake-shatters-school-system.html\" target=\"_blank\" rel=\"noopener noreferrer\">million<\/a> or <a href=\"http:\/\/www.wsj.com\/video\/unicef-nepal-quake-affected-28-million-children\/71209C5C-5BBD-4C83-B531-D9ED2B9E3FB2.html\" target=\"_blank\" rel=\"noopener noreferrer\">2.5 million<\/a>, depending on the sources, affected by the earthquake in the hills and the <a href=\"http:\/\/www.theguardian.com\/global-development\/2015\/nov\/18\/nepal-border-blockade-india-threatens-future-un-unicef\" target=\"_blank\" rel=\"noopener noreferrer\">1.5 million<\/a> by the protests and blockade elsewhere &#8212; what of their future?<\/p>\n\n\n\n<p>What of their education?<\/p>\n\n\n\n<p>If the neglect of the people by our political leaders and democratic governments of the country for the entire twenty-five year history of our democracy; if, more specifically, their neglect of the earthquake victims for the last seven months; if the lack of commitment displayed by our political leaders and our government to resolve the issues with the Madhesis the last three months; if the lack of urgency our political leaders and our government has shown to resolve the issues with the Indian Government to have the embargo lifted etc. are any signs of things to come&#8230;there may be no future for those Nepalese children.<\/p>\n\n\n\n<p>I have appraised all of this from a distance, while <a href=\"https:\/\/dorjegurung.com\/blog\/2015\/07\/there-is-something-about-being-on-the-move\/\" target=\"_blank\" rel=\"noopener noreferrer\">traveling<\/a> in the US having arrived here on March 31, before the earthquake. Had I been in Nepal I wonder if I would have been able to make much of a difference. On the other side of the globe now, I am at a loss for what I could do to really make an impact.<\/p>\n\n\n\n<p><span style=\"font-size: 15pt\">In the long-term, we need an overhaul of the political, social and economic systems in the country.<\/span><\/p>\n\n\n\n<p><span style=\"font-size: 15pt\">What&#8217;s the short-term solution? File a case with the <a href=\"http:\/\/www.icj-cij.org\/homepage\/\" target=\"_blank\" rel=\"noopener noreferrer\">International Court of Justice<\/a> (ICJ) in the Netherlands against the Government of Nepal charging them with wilful criminal neglect or crime against humanity?<\/span><\/p>\n\n\n\n<p>I am aware this might not necessarily be a case the ICJ is mandated to entertain, but we seem to have run out of options, especially since we seem to have become a State without a conscience.
